Think of the treatment as a layer of microscopic, electrically charged swords.
Germs are attracted to the positively charged swords, punctured and blown apart. When you come into contact with the treated surface, the germs do not transfer to your hands — while any germs on your hands are attracted to the swords and destroyed.
